    No, in both situations the medications are entering the venous circulation (blood returning to the heart), the difference being the calibre or the vessel. Peripheral cannulas are easy to insert, but usually have a shelf life on about 72hrs before they ultimately slip out of the vein (“tissue”) or risk infection (they’re inserted as a clean but not sterile procedure) — these are both a problem for medications which will be destructive to tissues if it leaves the circulation in high local concentration and/or for medications which are going to be regularly administered over weeks and months.
