According to your post the weight of your vote is the same for a holder with 10k than a holder with 10m. I believe the example your giving is not entirely accurate. If holder a holds 50k, holder b holds 50k and holder c holds 1m, as far as I understand whatever a and b say is worthless if c says otherwise. Maybe I'm wrong, but that's the way I understand it.
