It DOES matter when they issue them.
They need to show to the market they are capable of BUILDING WEALTH for shareholders (ie a general trend of rising share prices.)
I don't mind if shares and capital are raised into a RISING SP TREND. But now we are likely months from that thanks to the last desperate cash grab just as the SP was firing.
Any old monkey can issue scrip and pull projects in to try to suck in some short term punters. Admittedly there is one master monkey that does it better than all the other monkeys: M.S.
