Interesting take. From what I got out of whoever it was that had a beer or seven with old mate (AK) , the report was 'Angola excited him most... but didn't mention anything about acquisition'). That's fair enough but if Angola excites AK most, winning bids ARE known, how could you be excited by something you've failed to acquire?
That's my take, either that or it was a very poor or misleading report!
