I am aware that the process is closed. The way I read your post was there's been a subsequent announcement that named all the successful bidders; which I hadn't seen in my research. And yes they would say "AK you won now pay up" at which point AK needs to source funding. How else would it work? Just because it's almost end of year doesn't mean AK can get funding that quick. There's going to be alot of institutions not interested, seeing it as too high risk JVing with African agencies. I didn't ask AK how long he has to source funding before he misses out. There will be a clock on him.
