The servers are already capable of opening or closing pretty quickly. Look at the closing auctions. They give 10 minutes for the brokers to put their bids and offers in and then it matches them for a closing price in a matter of seconds. The staggered openings create a good opportunity to watch active shares in alphabetic late order. Good for traders to anticipate action during the day. Not sure why it is practiced though.
