Any verbal disclosure Shell may have made to the Senegalese government would not have been worth the paper it wasn't written on. They would need the data itself, whatever it shows or doesn't show, and someone with knowledge of how to interpret it, not vague assurances that there may be lots of oil out there, but we're not quite sure exactly where it is. I can't see Shell handing it over for nothing (even if they are permitted to, which I don't know), and even less likely that FAR would.
