People - especially anti-vaxxer types - are so stupid that 'mandates' are required where externalities and harmful impacts are an actual or potential consequence of self-centred actions.
I'm very happy to have 'mandates' against people stealing from me, blasting music through the night, driving at 100km/hr through school zones and cutting down trees in my street. And having vaccines where justified - as they are - by scientific evidence, utilitarian principles and social responsibility.
