Given the total size of requests no matter what scheme we used there were going to be some people disappointed with their allocation. We had been very clear from the start that we would use a number of factors (not just when you applied) in determining the allocation. We wanted to get the shares into the hands of people who had demonstrated they would hold and not just flip for a quick buck.
