They probably got their full allocation.
In all honesty though, as annoying as it is not getting the full allocation when you believe you deserve it based on the narrative, the raise was a complete success.
Dr T was contacting holders, answering questions from everyone, and buying on market. They couldn't have done it any better, and the end result shows that.
Now hopefully after the Christmas break the SP gets out if the $3's and everyone is happy again.
... I'm also guessing they are sitting on some good data to release soon.
