Yes, GGG and EPM do have an interest in common . . . getting a “Mining Exploitation Licence (MIN)” from the GoG. But their applications may have different outcomes. So consider . . .

   I see that the available Licence Types are . . .
   Minerals - Exploration

   Minerals - Application

   And that today the GEUS Mineral Licence Statuses near Narsaq are :

2. I assume that only Licence Types available in Greenland are those listed on the GEUS Web Site. If that is so the GoG are not lawfully permitted to commit the state to any Mining activity that is not included in any one of the prescribed Licence Types.
   
   It seems that the GoG does not offer . . .
   a mineral resource filtering licence, or
   a mineral resource excision licence, or
   a mineral resource avoidance licence.
   
   The only licence types available for GGG to progress to after the current "Minerals - Exploration" licence are "Minerals - Exploitation" or "Minerals - Small Scale". Inspection of GUES maps suggests that the later applies to removal of alluvial gravels.

3. It seems to me that all Governments . . .
   1) reserve sovereign rights to control the use of resources under their control without limit
   2) legislate to serve those sovereign rights
   3) compensate parties whose pre-existing rights have been curtailed, the quantum at the sovereign's final discretion
   4) prohibit compensation of parties who had no pre-existing rights, or had voluntarily extinguished those pre-existing rights
   
   Now GGG have agreed with the GoG to take no action if a "Minerals - Exploitation" Licence is not granted because it becomes unlawful to do so. The Courts have no concern as to the wisdom of the agreement. How can they determine that the GoG has an obligation if GGG has tabled evidence that there is no obligation.

   However they may refer the matter if they believe that it is un-constitutional in its effect.
   This may be the case in so far as it does not treat all licence applicants and holders equally.

4. Using GEUS Maps I can see that there are 7 "Minerals - Exploitation" Licences currently issued by the GoG.

   The GoG might choose to compensate those 7 Licence Holders in order that the new legislation is not further encumbered.
   One of those Holders is TANBREEZ (MIN 2020-54, expiry 2050-09-07).

I hold interests in other minerals explorers operating in Greenland and would benefit from clarity about the facts at hand.
