Seems pretty clear in the announcement and from correspondence with Scott. SPP will be first come first serve and will close early once they reach the limit in bids. So no waiting for the full period as I can see this closing up (and them taking the extra $1M) in a few days. Why bother waiting for the full period then doing all the work to scale back and refund money when you can just take the early bids and have it sorted without all the scaling and refund bs?

It's a tiny raise in the scheme of things so shouldn't be too much of a sell-down on market I'd think. Picked up 180,000 free oppies in the soph raise and hoping for another 150,000 in this raise. I hope they'll be listed eventually...
