The ETS is similar to the "real" Managed Investment Schemes, and countless other similarly failed "real" schemes that tried to make unviable "real" agricultural enterprises viable by manipulating taxes.
A ETS will prove to be just as unviable, but fills a need given the latest round of failed MIS, transferring the wealth to those quick to get in on the ground floor, from those who will be left holding the bag when it proves to be unviable and goes belly up.
