I agree, but its important that people understand that the ultimate decision maker is not the EPA and judging by the EPA comment when it gave the go ahead to consult noting that it wanted the council to hurry up suggests that its not the EPA that is dragging its feet at all. There are lots of moving pieces to this puzzle and if it was all simple and straight forward we would have already had the approval.
