Do you explain 45 million Americans on food stamps as
    welfare bludgers?
    That's 15% of the population!

Are those who simply inherit big money and dont work
also "bludgers" ? (I assume that you regard work as being
the essential ingredient for not being a "bludger")

If so then that "work" prerequisite to riches is a working class
belief & certainly not a Capitalist's belief. Capitalism is about
ownership and the benefits that that yields, not working per se.

Then there's those who finance illicit drugs and dont work
but are multi-millionaires....are those "bludgers" too?

When I worked in Seattle I knew of a young chap who
flew twice a week to LA and "muled" back cocaine.
His "sponsor/financier" who ran a network of "mules"
and he had a mansion on the water, a helicopter
and a garage full of exotic European cars.

His "mules" earned $4K a week at a time when the average
    US weekly wage was $300.

Of course the "mule" in question was arrested after
nearly a year and got 7 years in jail. The financier
was never touched simply because he could afford
to pay protection money; just employed another mug
    to replace the jailed one.

While both couriers & illicit drug financiers were highly
regarded in social circles then simply because they were rich,
they were arguably doing more harm to America than those on welfare, IMO.

IMO, the drug trade in the USA is evidence that the Empire is crumbling just
as opium addiction in China 200 years ago spelled an end to the then Chinese Empire
