What's it worth..?
It is a MTA only...

From my reading of the announcement OBJ would have contacted 3M to become a client/partner - which allows them access 3M's manufacturing, development, components and regulatory expertise for their drug delivery systems...

I think there is an initial free assessment and then you move on to 3M's Lab Feasibility - I assume this is where the current announcement comes in...
Not sure what consultancy fees 3M would charge from here on.....

At 3M Drug Delivery Systems, we’ve developed a unique process that employs a cross-functional team drawn from both companies, matching product developer to product developer, quality expert to quality expert, packaging designer to packaging designer. Through this close collaboration, we can define clear program goals and help assure a smooth progression from pre-feasibility through launch.

Paper Feasibility Assessment
The process begins with a complimentary Pre-Feasibility Assessment to assess the technical compatibility of 3M’s transdermal or inhalation technology with your compound and the proposed product concept. Historical data provided by 3M is used to compare chemical and physical characteristics of the compound to determine if compatibility exists. 3M advises on the potential technical success of the compound within that delivery system and then recommends whether or not to consider a feasibility study.

Lab Feasibility
If it is determined that further development should be pursued, we will then conduct a set of experiments to give partner companies the information they need to make an informed decision as to whether developing a technically viable product is feasible. To determine whether or not a finished product is capable of meeting performance goals, a Go/No Go milestone decision, through laboratory formulation and analysis and under confidential disclosure is provided. In addition, we identify key technical risk areas and establish a timeline and cost estimate for full development.

Development
In order to develop a technically and commercially viable product for marketing and sales with 3M manufacturing and supplying the product, we will jointly define a work plan that will continue to evolve over the course of development. 3M can offer consultation to help you with defining the product, the indication, the clinical studies necessary, and the marketing and sales strategy, with consultation from 3M if desired.

According to the product definition 3M will manufacture clinical supplies and work to fulfill the Chemistry, Manufacturing and Controls (CMC) section for global regulatory approval. 3M will also work to scale-up and manufacture for phase III supplies and be prepared to launch the product within the established timelines. In compliance with cGMPs and global regulatory guidelines, 3M provides product formulation and stability testing, analytical method development, process development and scale-up to production, and toxicological support of components. In addition, 3M can assist with early clinical studies.

Commercialization
A well-defined strategy and the implementation of tactics are needed to launch with success. To help ensure success, after development, your project will be seamlessly transitioned to a specialized 3M Launch Team, headed by a 3M Account Manager. Following scale-up and validation, we will work closely with your marketing and logistics departments to meet launch objectives. To maintain a timely shipment of product throughout its existence, 3M assigns a representative specifically to your account. During this time the launch team works to maximize product life cycle by assisting with global registrations and line extensions.
