The license saf isn't gone, in fact t the buying volume indicates Toro have a plan. I know of Grace periods etc. That can all be negotiated. Filings can always be late for existing license Mr.SomethingPhishy.
The WA do support Vanadium mining of which U3 is a fortunate by product in very high demand.
