Well Buffet does say to be Fearful when people are greedy (two weeks ago) and Greedy when people are fearful (now??) so I hope his recent investment is an indicator.
As for this stock, it makes no sense for it to be at this level after the previous ann and with no ann since. If you check comparable companies' decline in similar timeframe, this seems oversold in the sector.
