    I don’t consider them losers, they have a lot invested in the area and did have some genuine concerns.
    This is the reason the PEPR took so long to develop, their concerns and others needed to be addressed before the comprehensive PEPR was approved. Now it’s up to Rxm to manage the site in a way that is amicable to all.
