If you google "stock scanning software" you will find plenty of products. Most of them are tied to end of data and some to 20 minute delayed data. Others will scan on manual requests that that suit your exact criteria. When you change the settings you need to re-scan. I use "TurboTrader" which automatically scans the market based on live data. No need to refresh.
