It's a possibility but DRC are trying to open their doors to foreign investment - particularly away from Chinese investment if they can help it. Doing a move like that will make them take 100 steps backwards and ensure they'll be locking themselves up for the next 100 years to China - who have atrocious human rights issues and do not invest back into host countries (they'll employ Chinese, buy Chinese, sell to Chinese interests only).
