A redistribution does not cause a swing . However, the effect of it might well be similar to a swing but it does not cause the swing on a State wide basis...individual seats changed by redistribution, yes.
A poll is certainly not affected by a redistribution, well not a State wide Poll....one in individual seats which changed boundaries may be effected.
