Regarding Gardner Island:
People keep saying they need to raise $37M. They only need to raise $25M don't they? - with the WA govt grant chipping in $12.5M on a 1 for 2 basis. So they (CWE) need to contribute $5M per MW
Contrast this with OPT 19MW Portland project. They will have to Contribute $130M to match the REDP grant on a 2:1 basis. Therefor they have to contribute $6M + per MW.
