I took it as there would be a delay as well and no one wants any delay, we all been waiting a while as it is. As of that article in mid November all licences are being looked at, and all it means is they will be asking for more before letting you exploit our resources. This is too large for them to just tick and flick, they will be positioning themselves to take advantage. Like any other application by a developer, the council want a slice as well.
