No this is the gross short sales report, not short position.
Column (a) shows how many shares were tagged as short sales on the day;
Column (b) shows how many total shares on issue.
The rightmost column is simply (a)/(b)(*100), so just says what percentage of the total shares on issue were sold short on 14 Jan.
So for BHP, 0.14% of its total shares on issue were sold short on 14 Jan. There is no information about covers in this report or gross/net short position.
