I take that back. I found the act, it's called
Rrestoring Essential Energy and Security Holdings Onshore for Rare Earths Act 2022

It defines rare as
R(3) RARE EARTH METALS.—The term ‘‘rare
20 earth metals’’ means beryllium, cerium, cobalt, dys-
21 prosium, erbium, europium, gadolinium, graphite,
22 holmium, lanthanum, lithium, lutetium, manganese,
23 neodymium, praseodymium, promethium, samarium,
24 scandium, tantalum, terbium, thulium, tungsten, yt-
25 terbium, and yttrium.

It talks about restricting purchases for defence contractors for weapons by 2026. It will allow other purchases from China.
