low close means (in PEN's case at the moment) a few million available under 5 cents the next day...with a bit of ratio trading and no anouncements.
generates the pessimism required to successfully accumulate without triggering upwards pressure on price.
This is elementary trading stuff.
Although anything can happen and usually does!!
