You would have to be a GOOFBALL if you don't realize that EXIM Bank has not had the experts look at the design and construction of the mine actually you would have to be a goofball and a dunce if you thought EXIM have not done DUE Diligence on the whole project and passed it before giving the preliminary go ahead for the $657Mill Loan.
