Reading between the lines it seems to me that IRD wants to achieve port throughput of 22 m/t as per the 2014 feasibility study.
That is the viability target
The scaled back mine will produce 12.5 m/t
Green H2, grain, kaolin, + others must equal 10 m/t then we have a project
IRD want to run the port as a separate entity.
