yet where racism exists or a people are oppressed due to racist views - very obvious over many decades of mismanagement of indigenous affairs - there is a clear need to address the damage caused by such racism.

this requires specific and preferential adjustment to management and, preferably, allowing these people the knowledge, insight and management of how indigenous issues are addressed.

as a nation, the two former qualities are addressed and fulfilled, we now must transfer management to the people most affected by racism.
