I would assume he means that there is a range of shares with excise prices ranging between $3 and $3.50
A price of $4 would mean all the options are in the money.
A price of $3.30 would mean the $3 and the $3.25 options would be in the money however the options at $3.50 would not be in the money.
What 8Horse is saying is that there is essentially a tiered bonus structure for management. In this case 73% of the potential performance rights rely on the share price appreciating above the $3 mark.
