Maybe it was a sales ploy of Cominiére/DRC Government to maximise the return on a mining lease owned by the DRC government, a bit like dressing up prior to sale.
But at the end of the day, all these operations need a supply and an export route.
Maybe it is a great way to get a decent route, not too expensive.
I can't see each operation to have to build a supply/export route.
