The outcome of the APEC summit in Singapore has scuppered hopes of a major breakthrough at the Copenhagen climate change talks next month.
Leaders representing about half the world's economy removed specific greenhouse gas targets for APEC countries from their final statement.
They have also conceded there will be no legally binding deal at Copenhagen in just over 20 days' time.
The APEC leaders' final statement, not usually noted for controversy, became the source of intense interest when it appeared lacking specific greenhouse emissions targets that had been included in an earlier draft.
