P & A is what happens to every commercial discovery everywhere until pipeline infrastructure is in place. What else are you going to do, load the gas in balloons and float it to market? The well will be cemented in until such time as a pipeline is built. They may end up with 3 or 4 P&A wells, all commercial discoveries, before sales start.
Once transport is secured, the company re-enters the well, ties into pipeline and starts production. Ordinary O&G procedures.
