Pretty sure they are doing their best. They don't deliberately delay stuff. They can't just publish any old crap just to meet a time line so they can keep a small group of share holders happy. These delays are for significant reasons. They explained in the quarterly that the rail tonnage and logistical improvements are large enough they now have to go back and revisit the mine plan. That's more than a little sweetener.
