Maybe the 'wind upgrade' is simply because they're planning additional wind turbines to maximize the use of the transmission line the QLD gov is co-funding? Remember the OG plan used to be Solar Phase 1 plus Pumped Hydro plus Solar Phase 2 plus Wind. Now that new solar is less favourable then new wind they can increase investment in wind capacity knowing that there's spare capacity in that transmission line.
