Correct me if I'm wrong, but it seems IXR is talking about a major Chinese Partnership. Typically, China is always ready to step in and acquire every substantial rare earths project, anywhere in the world, (in order to maintain a monopoly?) If so, this kind of undoes any other 'strategic advantage' of being otherwise indepependent of China.
