The Philippines Senate has recommended the filing of criminal charges against DOE Sec Alfonso Cusi for his handling of the Malampaya sale to Dennis Uy. Why is this relevant? Well, not much will be happening at the DOE now that Sec Cusi has to focus on defending himself. POD's, Change of Operatorship, etc. need his signature if things are to get moving before the May elections (SGC did say that they plan to submit a POD in Feb? Even at the best of times it will take at least 3 months before a DOE Sec signed approval is released). I cannot see how SGC can be drilling in Q2 if the DOE Sec is doing damage control on his personal and political future (never mind the fact that SGC still needs to raise millions before then - note: DOE rules stipulate that any POD submitted MUST include proof of total funding of the POD, i.e cash in the bank NOT just an LOI from a potential funding source). Assuming SGC are lucky, there is still the DENR and PCSD to contend with before they begin any operations. How they can keep claiming to be doing the deed in Q2 boggles the mind!
