I would say legally it would need to be at arms length. As URA is listed it would be subject to insider trading laws etc.
So perhaps they go to Broker A (not affiliated) 2 weeks ago and say we want 10m EL8 shares by 05/02/22 and the broker does its best it gets them as cheap as possible.
They then cross trade them to URA and the broker gets a nice percentage fee.
