That is totally BULL SHIT !!! You pay your annual listing fees, calculated based on your market capitalisation. There is no additional fees for excess announcement made. If you have worthwhile news to make every week in compliance with Listing Rules 3.1, you can make it. Normally to err in caution or be prudent, it is better to make an announcement, whether negative or positive rather that the Company being accused of not making proper disclosures.
In this day of social media, investors expect almost real time information. Look at CRR, BSX etc.. the CEOs are actively engaging with existing and potential investors via social media.. esp CRR's CEO who is on twitter almost everyday..
