    As we all know PEN has to restart because it can no longer buy of Spot and needs to deliver from Lance to fulfill its contracts obligations at just over $50lb,.. The real question is how much is it going to cost to deliver those lbs.... Most small miners are want/need $60 to $70 before a start..

    New board member, maybe one is about to cut n run before a restart...
