It is a SPAC, the cash is put in when a deal is done. But SIO is connected to this SPAC through the Cooperation Agreement (read the Substantial Notice, the agreement is attached to it)
The BOARD has to report it and consider it. That is a part of their obligations. Doesn't mean they will recommend it.
