Not sure why that is not price sensitive, and why some at the top of the page would think that's a bad thing. If you are in a company that has potentially a long way to climb or go the other way, and senior management take a 50 % pay cut. That right there is confidence plus. And the fact that they are spending additional money on test equipment/procedures, is a very good sign. Some may need to reread the announcement.
