Just fine-tuning the real estate analogy.
Imagine a fabulous 'glamping' tenement (Tanzania? NT? ) with many sites available for luxurious eco-tents.
As each tent is erected it is leased out long-term to a company who proceeds to make money from it.
This process continues until complete. The glamping tenement has become an amazing money machine. The whole machine is then sold to the highest bidder - let's say @ PE 20.
