Possibly?, No one knows... It costs around -300 million a day USD to keep/maintain those troops there, at my best guess ...so a big military exercise, just to get some concessions and a warning or show of power, a aid or attempt to lubricate negotiation.. with Nato thats not cheap so i would not rule out a invasion if they don't get at least some concessions. ?
