The buyer pays the shipping costs. FOB cost of $83 T is WHC cost to mine, transport and load the coal onto the ships. WHC gets hit with Demurrage if they are late loading a ship. This Demurrage cost is charged by the shipping company and is made up of the Port cost and ship operating costs plus a healthy kick in the teeth to make sure the supplier will do their upmost to load vessels on time.
