According to the AGM notice [Explanatory note 5.3(b)] though, they have to release them within 3 months unless they obtain a waiver:
If shareholder approval is obtained, the issue and allotment of the shortfall Shares will occur on a date which is not later than three months after the date of the Annual General meeting or such later time as deemed appropriate by an ASX waiver.
Also the pricing is to be the same as for the SPP regardless of when they issue, so maybe it'd be better to get them out now instead of another 91M shares @ 14c hitting the market when trading price is much higher?
