Israel mentioned quite a few times, i suspect the military/contractor that developed this code may have sold it to many many companies....
Votiro may not be the saviour that many are hoping for. I am never much of a fan of software companies, too easy for competitors to build something very similar quite quickly. That is why i liked Senetas' hardware business, much harder to replicate.
