watso is speaking in very broad terms (and deliberately so).

sometimes what happens in a float, is not exactly above board. often there are sharks involved, who can make things happen - eg an ipo, which needs the capital, but people who can put up the money, want to be guaranteed that they do not lose any money.... to these sharks it is nothing more than business - and to the promoters (who are often sharks themselves), need to raise the capital, to get a listing.. it is called "mining the market"

watso is long in the tooth - but the likes of josh pitt, robinson etc (names that no one will recognize) etc were genuine
