Dunycan, it doesn't have to be, and it shouldn't be genetically targeted. That would defeat any benefit of having a 'blameless' pandemic.
If the finger could be pointed at one country it would never be forgiven.
But if a private corporation were to merely interbreed 100% natural pathogens and simply speed up a natural process, the worst that could happen is that corporation would get shut down and it's staff prosecuted. However as those pathogens would be found everywhere in nature, and those mutations plausible it would be difficult to prosecute.
A limited dose of vaccines could be produced to innoculate those who must survive: Doctors, mathematicians, teachers, politicians (unfortunately) etc, but the way the world is at the moment there is risk they will all just be give to the bearocrats and then it would be game over for the planet.
Everyone else should take their chances with the virus regardless of race, creed or wealth.

A far better solution would be to redesign the global economy to remain viable without constant growth and start to limit population growth as the Chinese have done, but I don't see any indications of that solution being worked on.
